IOC president Thomas Bach said on Tuesday (21st June) that Russian and Kenyan sportspeople would need to be tested individually abroad before being allowed to compete at the Rio Olympics.
SOUNDBITE: (English) Thomas Bach, IOC president:
"We are aware of the opinion that we need to strengthen and harmonise our efforts to protect the clean athletes and to strengthen the fight against doping because we have seen a challenging situation with regard to different sports and different countries. On the one hand by non-compliance declarations by WADA, on the other hand by substantial allegations being made against the Anti Doping System in Russia in particular."
SOUNDBITE: (English) Thomas Bach, IOC president (on the global ban on Russia's track and field athletes excluding them from Rio):
"First the summit confirmed the respect, the approval and the support for the decision having been taken by the IAAF last Friday. At the same time the summit also recognised after having studied and being informed about the Task Force report noted that in this report that the Russian Olympic Committee is mentioned in a very positive way for the work the Russian Olympic Committee has been doing together with the Task Force."
SOUNDBITE: (English) Thomas Bach, IOC president: (on athletes from WADA non-compliant nations Kenya and Russia):
"The conclusion of the summit of this non-compliance declaration and the substantial allegations relating to it that they put very serious doubts on the presumption of innocence of athletes from these countries and that therefore each athlete coming from these two countries will have to declared eligible by the respective international federation following an individual procedure and an individual evaluation of the situation. And that in this individual evaluation that the test from labratories which are tainted or which, at this time, have been non-compliant cannot be taken into consideration, that the respective IF (International Federation) would have to take into account other reliable tests. That means international tests."
SOUNDBITE: (English) Thomas Bach, IOC president:
"The summit there, like it did for the IAAF, expressed its support then for the decisions having to be taken by the respective International Federations, who are again the only ones who can declare an athlete technically eligible in the Games. What they will also have to take into consideration is the overall aim of all of this - is that they ensure a level playing field, that means that they have to be satisfied that the status of the individual athlete puts them on a level playing field with all the international competitors in their sport."
