WADA's top policymaking board handed down a declaration of noncompliance to Russia's anti-doping agency on Wednesday (18th November).
David Howman, director general, World Anti-Doping Agency also warned that any teams participation in Rio could be jeapordy and said "we're not going to go easy on anybody just for the sake of letting them compete in an event".
SOUNDBITE: (English) David Howman, director general, World Anti-Doping Agency:
"We're not going to shirk from the responsibility. We've got that responsibility. We're not going to go easy on anybody just for the sake of letting them compete in an event. We will make sure that what we do is the high level of professionalism exhibited by this report. And I think we've got a duty and a responsibility to the public to deliver in that way. I'm certain that we've got a team that can do that.''
SOUNDBITE: (English) Edwin Moses, executive committee member, WADA:
"Well I think not only myself but the other athletes, I know the AAC from the USOC thinks the (Russian) track and field federation ought to be banned. We think that athletes get banned for four years, scope has proven has proven to be very large. There's a lot of athletes that think they don't want to compete against Russia in this particular case or any other country that has this type of record. It makes no sense. And the proof is in the report and athletes are very upset about that, it's very disappointing.
Q: So are you saying that they should be banned from the Olympics?
"That's what the report recommended. We believe, I believe that's what should happen. I'm not sure if you can actually go in and rehabilitate it. The IOC seems to be more or less confident. The IAAF seems to be confident, but those of us in the drug testing industry we need to see a protocol what's gonna happen. It's gonna take time and there are things that you cannot control in the Soviet Union and that has to be figured out how to make things happen.''
