Twitter users claimed to hear monkey chants aimed at Danny Welbeck during the 3-3 draw at the Emirates.
Met Police arrested two fans for a racially aggravated public order offence but say they will face "no further action".
One Anderlecht fan was arrested and is still in custody for throwing a smoke bomb on the pitch, one was cautioned for possessing a Class B drug and one was arrested for a public order offence, although that is understood not to be racially aggravated.
The only Arsenal fan arrested was arrested for drinking alcohol inside the stadium.
Belgian fans fought with stewards in the first half before the police arrived to calm the situation.
Neiither Welbeck or Gunners boss Arsene Wenger heard the chanting and the club will take no further action following the incident.
It's not the first time Welbeck has been the subject to racist taunts.
A Chelsea fan made a 'monkey gesture' at him in October 2012 - but the case was dropped.
A Met Police statement on the incident read: “Following an investigation which included taking witness statements from those around him in the crowd and viewing CCTV footage, a decision was taken with the Crown Prosecution Service to proceed with no further action.”
