Chelsea offered £21m up front, rising to £27m with add-ons, but it has been rejected by the Serie A outfit.
Kessie, 20, is wanted by a whole host of top Premier League clubs, according to the player's agent.
George Atangana last month said that the Blues, Liverpool, Manchester United, Manchester City and Arsenal all wanted to sign his client.
But Atalanta are keen to keep hold of their star man until the summer at least in the hope that his value will only rise

Chelsea are refusing to give up on Kessie, whose Ivory Coast team were knocked out of the Africa Cup of Nations on Tuesday.
They have held extensive talks with Kessie’s agent and still believe a deal can be done.
It is understood the 20-year-old is keen on a move but does not want to force his way out of Atalanta.
Chelsea have made it clear they are even willing to sign him now and loan him back to the Italians until next summer.

But while that has so far cut no ice with Atalanta, Chelsea believe the ball is still firmly in the player’s court.
And they expect an answer from him this week now that his country’s bid for glory in Gabon is over.
Sources close to the player claim it’s a straight fight between Chelsea and Juventus to sign him.
Kessie, who was once dubbed the next Yaya Toure, has seven goals and two assists in 17 games this season.
