Manchester United boss Jose Mourinho furious with FA staff over Wayne Rooney negligence

Wayne Rooney said pictures of him looking worse for wear while on a night off from England duty were “inappropriate” for the captain of his country.

But Jose Mourinho is furious that FA staff were with Rooney at the bar in the England team hotel on Saturday night and neglected their duty of care.

The FA will now review their policy on how players and staff spend their free time while on international duty but it is understood they are likely to ban ‘off duty’ time between internationals.

Rooney apologised unreservedly to interim England boss Gareth Southgate and FA official Dan Ashworth yesterday morning before his camp issued a statement which read: “Naturally Wayne is sorry that pictures taken with fans have been published today.

"Although it was a day off for the whole squad and staff he fully recognises that the images are inappropriate for someone in his position.

"Earlier today Wayne spoke privately to both Gareth Southgate and Dan Ashworth to unreservedly apologise.

"He would like to further extend that apology to any young fans who have seen those pictures.”

Mourinho it is understood has no issue with Rooney but is angry his player was not shielded from guests at a wedding in the England hotel who asked him for autographs and photographs – which ended up being sold for publication.

Mourinho has had frequent run-ins with the FA over the years. Earlier this month he was given a one-game touchline ban and fined £50,000 by the governing body after being found guilty of two charges of misconduct.

The FA it is understood have identified and reprimanded a coach and members of the medical and backroom staff who were drinking with Rooney while also reminding him and Everton skipper Phil Jagielka, who was also there, of their responsibilities. It is understood Rooney will not be stripped of the captaincy however.

In a statement the FA said: “All England personnel have a responsibility to behave appropriately at all times. We will be reviewing our policy around free time whilst on international duty.”

While accepting his behaviour in the early hours of Sunday morning was not appropriate for an England captain, Rooney is upset that his willingness to pose for pictures for fans has backfired on him.

Earlier yesterday, a spokesman for him had defended his actions and pointed out he had not broken any disciplinary rules. "Wayne along with the rest of the England squad was on a night off duty. Rather than going out, he chose to stay at the team hotel to relax and celebrate that win over Scotland. During the course of the evening he was approached by numerous fellow guests for autographs and pictures – that’s normal.

"As he has always been Wayne is happy to sign autographs and pose for photographs and chat with guests and it is sad that one or two of them has sought to turn Wayne’s friendly nature to their good advantage.”

Southgate was asked about the incident after Tuesday night’s draw with Spain. He said: “The players over the last few years have been allowed to go home during a period of time. They trained Saturday morning and again on Sunday afternoon and I gave the players a period of time off.

"I am not aware of anything else but obviously I would have to review it. There were lots of changes we made to routines. Some things we felt, okay, we should keep the same and some I will have to review…or maybe I won’t have to review… somebody will have to review!

"I cannot comment because I have not seen [the pictures]. The only article I have seen was this morning [Tuesday] and I would have to say there were some definite inaccuracies in that. I don’t know the rest, so sorry it is very hard for me to say anything.”

Mourinho it is understood will not punish Rooney and he is likely to start against Arsenal on Saturday with Zlatan Ibrahimovic suspended.
