The Red Devils captain was the subject of a bid from Saudi Arabia in the summer.
Al-Hilal were linked with a £100million offer.
But Fernandes, 31, rejected the offer as he wanted to stay at United.
That position is unlikely to change in January with a World Cup looming at the end of the season.
However a transfer could materialise next summer, when Fernandes will have just one year remaining on his contract.
Because of that, United are expected to lower their asking price to £60m, according to talkSPORT.
Clubs in Saudi remain interested, with Sun Sport revealing Al-Ittihad are lining up a move with Fabinho and N'Golo Kante expected to move on.
Ruben Amorim could also be open to Fernandes leaving after signing two players to play in his best position.
The Portugal international has dropped into a deeper role to accommodate newcomers Bryan Mbeumo and Matheus Cunha.
That has seen Fernandes' influence in the final third diminish with zero assists in eight matches and two goals.
While he has missed two crunch penalties - in the 1-1 draw with Fulham and the 3-1 defeat to Brentford.
