The Belgian shot-stopper would become the club's TENTH goalkeeper after completing the move.
Chelsea are set to sign Mike Penders from Genk
Chelsea have already bought Filip Jorgensen this summer
Robert Sanchez is one of the six stoppers in the squad
Penders, 19, has impressed in Genk's youth teams and has captained the Belgian U19s.
Reports claim that the Blues will buy Penders for £17million before being loaned back to Genk.
The deal will also include a sell-on clause should he leave Stamford Bridge in the future.
The move comes despite Chelsea being overrun with goalkeepers in the squad.
The club have already signed Filip Jorgensen this summer from LaLiga outfit Villarreal.
Kepa Arrizabalaga has also returned to the club following the end of his loan spell at Real Madrid.
Manager Enzo Maresca also has five more senior stoppers in his squad such as Robert Sanchez, Djordje Petrovic, Marcus Bettinelli, Lucas Bergstrom and Eddie Beach.
There are also three more goalkeepers out on loan, including Luke Campbell, Ted Curd and Teddy Sharman-Lowe.
Fans have been left in shock at the club's transfer business this summer.
Many have called for the club to receive a transfer ban on social media.
One posted: "I would take a transfer ban at this point."
A second commented: "Please can the FA give us a transfer ban."
A third wrote: "Honestly, Chelsea would benefit from a transfer ban."
A fourth said: "God, please give Chelsea a transfer ban two windows at least."
Another added: "Someone needs to stop these owners. Give us a transfer ban."
