Manchester City announced the arrival of Torres on Twitter after he completed his medical.
It read: "Here we go! We're delight to announce the signing of @FerranTorres20 from Valencia on a five-year deal."
After the move was confirmed, Torres said: "I am so happy to be joining City.
"Every player wants to be involved in attacking teams and Manchester City are one of the most attacking in world football.
"Pep encourages a really open, aggressive style, which I love, and he is a manager with a proven track record of improving players.
"To have him overseeing my development is a dream. City have won plenty of trophies in the last 10 years and I hope I can play a role in continuing that success."
Torres scored six times and added seven assists in 44 appearances for Spanish side Valencia last season.
The 20-year-old is able to play on either wing and can also operate through the middle.
Guardiola will hope the Spain youth star can fill the void left by Leroy Sane at the Etihad.
The City boss is expected to spend big this summer in a bid to close the gap on rivals Liverpool.
Nathan Ake looks set to join them after City's bid of £41million was accepted by Bournemouth.
And the Blues are in line for a huge £15million windfall from Jadon Sancho's move to Manchester United.
