Blackburn could give Greg Cunningham his debut at home to Oldham in the Carabao Cup.
The four-times capped Republic of Ireland defender joined on a season-long loan from Cardiff last week but did not feature in the 2-0 Sky Bet Championship defeat at Fulham on Saturday.
Rovers boss Tony Mowbray plans to shuffle his pack for the first-round tie at Ewood Park, saying his squad suffered further injuries at Fulham.
Young striker Daniel Butterworth remains out but Harry Chapman and Ryan Nyambe are both available and Darragh Lenihan will be checked after a knee problem.
Oldham are seeking a cup pick-me-up after losing their opening League Two games against Forest Green and Crewe.
Desire Segbe Azankpo hopes to start for the Latics after being troubled by an ankle problem.
The six-times capped Benin striker played the second half of Saturday’s 2-1 home defeat to Crewe and came off the bench against Forest Green in the first game of the season.
Veteran Chris Eagles, the former Manchester United winger, could add his experience, with calls also possible for Gregor Zabret, Alex Iacovitti and Gevaro Nepomuceno.
