FA chiefs are keen to get the 90,000- seater arena off their hands to avoid expensive running costs on major matchdays.
And they promise that the cash windfall from Fulham owner Shahid Khan will be pumped into grassroots football.
But the Pakistani-American tycoon is expected to use Wembley to stage London games for his NFL gridiron team the Jacksonville Jaguars.
And that could mean England having to play home football internationals elsewhere if fixtures clash.
SELL OUT: Wembley Stadium is close to being sold by the FA
In a statement, the FA said: “The sale of Wembley, negotiated protections and an outline plan to invest £600m into football community facilities were discussed at the FA board meeting today.
"The FA board has agreed to take the presentation to the FA Council to get its input now the full facts are known.”
But the plan is expected to face stiff opposition on October 11 when FA Council members will vote on the proposed deal.
