The 33-year-old midfielder, who began his senior career with Go Ahead Eagles, before spells with AZ Alkmaar, Ajax and Spartak Moscow, as well as a loan season with Anderlecht, last played for NAC Breda in 2015.
His final match, an extra-time defeat to Roda JC, saw NAC relegated to the Eerste Divisie and he has been clubless ever since.
In a brief statement to Quote, De Zeeuw officially confirmed his retirement, saying: "I am now an ex-football player. I can now confirm that choice."
The former Netherlands international admitted one of the highlights of his career was playing at the World Cup, where he was unfortunately forced off in the semi-final against Uruguay after being kicked in the face by Martin Caceres.
"The semi-final of the World Cup against Uruguay was the highlight, but I also had a very nasty experience with that kick (by Martin Caceres) in my face," he explained.
"I have many. The 13th League title with Ajax was also a highlight."
At one stage De Zeeuw was rumoured to be on his way to the United States to play in the MLS, but a move failed to materialise.
He added: "I would still like to, but I do not have the time. I am also no longer so fit. I guess now I have to say that I am really stopped."
