The 24-year-old has been allowed to leave the Gunners for regular first-team football in a bid to kick-start his career.
He will spend the remainder of the season at the Vitality Stadium after Bournemouth saw off competition from Crystal Palace, Roma and AC Milan.
"Jack is a fantastic addition to the club," said Bournemouth chief executive Neill Blake.
"He is a player that needs no introduction and one that, quite rightly, our supporters will be excited to see in a Bournemouth shirt.
"He will bring a wealth of international and Premier League experience, so we are delighted to be able to welcome a player of his calibre to the club."
Wilshere has been dogged by injuries since bursting onto the scene as a 16-year-old and had fallen down the pecking order at Arsenal.
NEW MAN: Wilshere has joined Bournemouth on loan
He had played just 37 minutes of first-team football this season and after being left out of Sam Allardyce's first England squad, Wilshere asked to leave Arsenal for more regular football.
Wilshere's arrival is a huge boost to Eddie Howe's Bournemouth, who are looking to kick on after surviving in their first Premier League season last term.
The Cherries are languishing in the bottom three after taking just one point from their first three games of the season.
