Guus Hiddink has been in charge of the team as interim boss since Jose Mourinho was sacked shortly before Christmas.
And while a number of names including Diego Simeone and Max Allegri have been linked with the vacant post, Express Sport understands Conte has been in negotiations with the club.
The Italian announced last month that he would indeed be leaving his current job as Italy manager after Euro 2016 this summer.
But he did not reveal his destination although he is understood to have been offered a three-year £4.75million-a-year deal by Chelsea.
And according to Italian journalist Gianluca Di Marzio, Conte has been spotted in London today ahead of his unveiling tomorrow as the new Blues boss.
If he is given the task of taking Chelsea back to the top of the Premier League, Express Sport understands he will ask director Michael Emenalo to launch a £52m bid for two Serie A stars.
Radja Nainggolan and Kostas Manolas are both highly rated by the Italian and he wants to bring both of them to Stamford Bridge.
Nainggolan is also a target for Liverpool but Conte wants him to anchor his midfield at Chelsea while Manolas is seen as a man who can help shore up a defence that will likely be without John Terry.
And even if the London outfit do land both players, Roman Abramovich will not cut the spending there and is expected to give Conte carte blanche in order to get the squad back up to a Champions League standard.
