Stevens, 62, announced his departure from the Bundesliga club on Wednesday morning, and the club have moved swiftly to install the 28-year-old Nagelsmann as his replacement.
Nagelsmann becomes the youngest manager in Bundesliga history, after agreeing a three-year contract with the Kraichgauer.
He had been coaching the club's Under-19s up until this point, and is reportedly still studying to obtain his senior coaching licence.
TSG Hoffenheim CEO Peter Goerlich said: "We have a duty of care to the club and of course to the people involved.
"Together with Julian we already went through all the risks involved last autumn and we've now decided to start our joint course earlier."
