The Sun claim the Chinese Super League team attempted to make a raid for the Brazilian but the Blues were quick to turn them down.
Jinagsu are expected to renew their efforts to land Oscar in the summer however.
Chelsea have already been raided once by the Chinese side as Ramires moved for £25m in the transfer window.
And Liverpool target Alex Teixeira is also on the verge of making a move to Dan Petrescu's side for a whopping £38.5m.
Manchester City star Yaya Toure is a summer target for Jiangsu and could be offered an incredible annual wage of £15m after tax, according to the reports.
With Pep Guardiola taking over at the Etihad at the end of the season, Toure is expected to leave City for a new challenge.
Another big Chinese Super League deal to go down this week was Jackson Martinez moving from Atletico Madrid to Guangzhou Evergrande for £31.9m.
Diego Simeone is expected to use the money from the sale to fund a swoop for Chelsea striker Diego Costa.
