The 23-year-old centre-back broke into the first-team set-up at the Madejski Stadium last term, featuring in all but five of the Royals' 46 games in the Championship.
Hector can already boast international experience, having represented Jamaica at the recent Gold Cup in the United States and has six caps to date.
The London native has put pen to paper on a five-year contract with the defending Premier League champions and follows hot on the heels of Papy Djilobodji, who arrived from Nantes earlier on Tuesday.
However, Hector will continue his development under former Blues defender and coach Steve Clarke at the Berkshire club in a loan deal that runs until the end of the 2015/16 campaign.
