Purchasing Pedro

Manchester United are after Pedro. They've entered negotiations for the Spaniard at €25 million, a sum that the English club hopes won't rise by much, since they are not willing to spend any more than a total of €32 million for Spaniard including all add-ons.
Pedro wants to leave the 'Azulgranas' to get more playing time, and Manchester looks like an ideal location for him, where he would be guaranteed a starting spot in a strong team. Van Gaal plans to start him alongside Rooney and Depay.
Luis Enrique is against the transfer. The UEFA sanction that prohibits Barca from signing new players until next year means the squad will be weakened until January, and he doesn't want to lose a player that's key to his plans and always does a good job when he gets a game.
United are waiting on the sale of Di María to PSG, and they are hoping the move can be completed sooner rather than later. If he manages to bring Pedro in, then Van Gaal will consider his summer signings to be complete.
