The £16m-rated Italian winger, currently of Serie A side Torino, has been in sensational form this season finding the back of the net on 11 occasions.
Despite admitting an appeal of moving back to former club Roma, Cerci feels he is ready to make the step up to Europe's elite competition.
"It's no secret that I would like to return to Rome one day, I've said it before," he said.
Cerci has been in stunning form for Torino
"I feel ready to play in the Champions League. I'm mature, I think the time may be ripe to take a step up in quality."
Arsenal, Chelsea and United have been tracking the progress of Cerci, 26, and representatives of all three clubs were present to see him in action during last month's international friendly between Italy and Nigeria.
Scouts of Liverpool and Tottenham were also at the match with Torino braced for bids during the upcoming transfer window.
