Aspas, who was Celta's top scorer last season with 12 goals in 34 La Liga games, helped set up the winner as they stayed up on the final day thanks to a 1-0 home victory over Espanyol.
The 25-year-old, who can play in a central role or wide, is an idol to the Celta supporters having come through the youth ranks before breaking into the first team in 2009.
Liverpool said on their website (www.liverpoolfc.com) that the deal they had agreed in principle to bring Aspas to Anfield was subject to completing official documentation.
