The 19-year-old came to Sir Alex Ferguson's attention when the Basque club knocked United out of the Europa League.
Muniain scored in the 3-1 first leg victory at Old Trafford and again impressed in the return, which Athletic won 2-1.
Ferguson is now keen to land the youngster, who made his international debut for Spain earlier in the season, but United are not the only club interested.
Juventus have also been linked with him, but his representative, Jesus Medina, thinks it is unlikely Muniain will end up in Italy.
He told Calciomercato.com: 'Athletic do not want to sell. Whoever wants him must pay his buyout clause at €36million (£29.5million).'
United do have that kind of money available for the summer transfer window, but are unlikely to spend that much on a player with so little experience.
The Red Devils have also been credited with an interest in Muniain's Athletic team-mates Oscar de
Marcos, Javi Martinez and Ander Herrera, but will face strong competition from Europe's biggest clubs for their signatures.
