Eden Hazard is a target for Spurs and Chelsea
The Lille star looks set to move to England at the end of the season after also being linked with Arsenal, Manchester United and Manchester City.
Spurs are the only club to have publicly confirmed they want to sign the 21-year-old, but it now seems likely they will have to see off Chelsea's greater spending power to land him.
Blues owner Roman Abramovich has given the go ahead to bid for the Belgium international, who has a £34million release clause in his contract, reports the Sunday Times.
The news is likely to disappoint Tottenham boss Harry Redknapp, who has already admitted it will be difficult to land the 'exceptional talent' because so many other clubs are interested.
Hazard has said he is keen on a move to White Hart Lane and Spurs may yet find they have another advantage over Chelsea, if they can beat the Blues to the final Champions League spot.
