"CTB accepts there is no basis to accuse Ms Thomas of blackmail. CTB and Ms Thomas have resolved matters between them."

MP Mr Hemming last night said the key issue arising from the case was that "secret justice leads to miscarriages of justice".

He added: "There needs to be a constitutional review on controls on court secrecy."
