Agency worker Craig Jewell, 20, said: "We were just cutting them with a craft knife, then packing them up and sending them off.
"I am not sure how many flags there were in total, but when I'd finished my two days we'd done 40,000 of them."
Craig, a United fan from Bournemouth, Dorset, added: "It's been a 24/7 job. I'm sure someone's going to get a rollicking."
A spokesman for the FA insisted the suppliers were to blame. He added: "The flags had the incorrect details printed on them despite the third party supplier being sent the correct details by the FA.
"We have since amended the flags and they will be in place to help fans enjoy what will be a memorable occasion."
Big spending Man City are the bookies' 2-5 ON favourites to lift the cup, with Stoke at 2-1. It would be Man City's first major trophy in 35 years. Stoke's only major honour was the League Cup in 1972.
For the first time the FA Cup Final takes place on the same day as Premier League games.
Critics say the move devalues the historic competition. But that hasn't dampened the excitement of the rival fans.
Stoke City nut Matthew Connell will take his seat at the stadium after landing at Heathrow yesterday - on a flight from Australia.
The married accountant, 32, moved from Wolstanton, Staffs, to Sydney seven years ago but spent £1,000 on jetting back plus £225 on a season ticket to qualify for a £85 seat.
He said: "I wasn't going to miss it, and I'm not going to let a little bit of jet lag put me off."
