Portsmouth allowed to sell players outside window

LONDON (AP)—The Premier League will allow Portsmouth to sell players to ease its financial crisis despite the transfer window being closed.
While players can be sold to Premier League rivals, they are not allowed to play for the first team before the end of the season.
The Premier League said Wednesday that FIFA approval would be needed for Portsmouth players to be sold to non-English clubs.
Portsmouth is last in the Premier League and had nine points deducted for going into financial administration—a form of bankruptcy protection.
