The Toffees have turned to Iwobi after missing out on Crystal Palace ace Wilfried Zaha.
Starsport understands Everton have until 7pm to complete the transfer after submitting a deal sheet.
Iwobi is undergoing a medical in London and will put pen to paper on a five-year contract.
The Nigeria international has fallen down the pecking order at the Emirates Stadium following the £72m club-record signing of Nicolas Pepe from Lille.
He will become Arsenal’s second most expensive sale in history behind Alex Oxlade-Chamberlain.
Everton were also on the hunt for a defender before the transfer deadline but a deal for Manchester United defender Marcos Rojo failed.
Marco Silva also failed in attempts for Rojo’s Red Devils team-mate Chris Smalling and Chelsea aces Kurt Zouma and Fikayo Tomori.
Meanwhile, Arsenal have confirmed the signing of Kieran Tierney from Celtic while David Luiz should join from Chelsea before 7pm.
