FIFA have recommended the Blues receive a four-window transfer ban following an investigation into them signing under-age foreign players.
It means Chelsea will now work around the clock in January to bring in a number of targets before the ban hits.
They are ready to go head-to-head with both Manchester United and City to sign £50m-rated Brazilian wing-back Alex Sandro, 27, from Juventus.
And they are on the verge of winning the £70m-race to land winger Christian Pulisic, 20, from Borussia Dortmund.
They are also looking to invoke a £40m buy-back clause in the deal that took central defender Nathan Ake to Bournemouth.
Ake, 23, joined Chelsea as a 16-year-old, and had multiple loan spells before eventually leaving on a permanent basis in 2017.
No confirmation has been made yet regarding the possibility of Chelsea’s transfer ban.
Chelsea transfer news: Maurizio Sarri is set to break the bank in January
A statement from Fifa declared that investigations are currently ongoing.
"As communicated in September 2017, investigations were opened concerning the club Chelsea FC as well as other English clubs in relation to potential breaches of the Regulations on the Status and Transfer of Players," the statement read.
"The proceedings are ongoing and, to date, no decision has been passed by the Fifa judicial bodies.
"Thus, the clubs are to be presumed innocent unless decided otherwise.
"No further information can be provided as the cases are ongoing."
If found guilty, they will not be the first to have been found guilty of similar breaches.
Real Madrid, Atletico Madrid and Barcelona have all been punished in the past for offences relating to the signing of minors.
