Sane said: "I'm obviously disappointed I won't participate in the World Cup but I have to accept this decision and I'll give it my all to bounce back stronger!
"Nothing but the best of success to the DFB Team in Russia. Go get that title!"
And while Sane has been left feeling gutted his club boss Pep Guardiola is delighted he won't be going to Russia.
Starsport understands Guardiola telephoned Sane to offer his support and told him to take an extended break so he can return to pre-season training fit and fresh when his squad report back next month.
Sane is now expected to go to America with the rest of the City squad for their pre-season tour in July.
A source said: "Pep is sad for Leroy that he won't get the chance to showcase his talents on the biggest stage.
"But deep down he knows there will be no risk of him getting tired or injured and missing the tournament will be to City's benefit."
Sane played 52 games for City last season, scoring 14 goals and producing 19 assists to help Guardiola's men romp to the Premier League title in record fashion.
He was one of the stand out players in the top flight and was named the Premier League's 'Young Player of the Year'.
The 22-year-old, who joined City from Schalke in 2016 for £37m, has taken his game to another level this season and appeared to be assured of a place in Low's squad.
He also played in six of Germany's last seven games including starting in their most recent match - last weekend's 2-1 defeat to Austria.
