Tottenham are the only Premier League team who are yet to bolster their ranks this summer.
Mauricio Pochettino's side finished second in the table to Chelsea last term and will be plying their trade at Wembley this season.
However, any hopes that a move to a new stadium would see blockbuster names arrive have been dashed.
Their inactivity has rankled with certain sections of the support, while left-back Rose expressed his anger at the situation during the week in an explosive interview.
Yet the Daily Star claim that chairman Levy is set to tie up three deals before the August 31 deadline.
It is said they are confident of landing Ajax defender Davison Sanchez, who is expected to tell the Dutch side he wants to move to north London.
Everton midfielder Ross Barkley was Pochettino's No1 target at the start of the summer.
The midfielder is primed to leave Goodison Park after manager Ronald Koeman confirmed his Toffees career was over.

Tottenham are yet to add to their squad
Manchester United and Chelsea have since been credited with interest in the England international.
But Tottenham think they will get a deal done - for a huge £50million.
Pochettino also reckons he will have a new full-back in his ranks before the end of the month.
And that man could be Valencia's Cancelo, who has also been linked with a move to Chelsea.
