The club's new owners, Rossoneri Sport Investment Luxembourg, have now bankrolled deals for 10 new players since their takeover in April.
Biglia joins Leonardo Bonucci, Andrea Conti, Andre Silva, Hakan Calhanoglu, Mateo Musacchio, Ricardo Rodriguez, Franck Kessie, Antonio Donnarumma and Fabio Borini in Vincenzo Montella's new-look squad for the 2017-18 season.
Montella is planning for Milan's return to the European stage after his side finished sixth in the league last term to qualify for the Europa League.
Argentina international Biglia has penned a three-year contract at the San Siro and brings with him valuable experience in continental competition with the Biancocelesti and Anderlecht.
The 31-year-old defensive midfielder made 29 top-flight appearances for the Rome outfit in the previous campaign, contributing four goals and three assists.
