Spanish sources close to City boss Pep Guardiola claim the transfer is at an advanced stage.
Fabinho, 23, is represented by super agent Jorge Mendes.
The powerful Brazilian, who has also been linked with Manchester United, would also offer cover at right-back.
But one player Monaco are adamant will NOT be leaving is coveted striker Kylian Mbappe. 18.
Both Manchester clubs, plus Liverpool, Arsenal and Chelsea would love to bring Mbappe to the Premier League. And he is also a target for Real Madrid and Barcelona.
As revealed in the Daily Star Sunday, Monaco already rate him at a world-record £135m.
But their chief executive, Vadmin Vasilyev, said: "To keep Mbappe is our priority."
